Shalom Center was founded as “The Interfaith Human Concerns Network” in 1982 by a group of individuals concerned about issues facing neighbors across the Kenosha community. They addressed their concerns by serving a hot meal. In 1985, the Shalom Center (newly renamed) purchased the Deming School to serve as its headquarters. Just a year later, the 2nd floor of its building was converted into family shelter space. In 1991, Shalom Center launched the Interfaith Network Shelter Program in which local churches opened their basements to allow respite sleeping areas for individuals experiencing homelessness. In 2009, Shalom Center opened its food pantry on Sheridan Road.

In 2017, Shalom Center moved into a new location at 4314 39th Avenue allowing for a 24/7 space for its homeless programs (including individual & family shelters) and its soup kitchen. A year later, Shalom Center burned the mortgage on this building. In 2020, Shalom Center added an addition to the building relocating its food pantry and warehouse to its main location. After nearly 39 years, all of Shalom Center’s programs are under one roof.
